Son of Sawano Hachigorô and nephew of Arashi Kiyosaburô I, he performed in Ôsaka as a koyaku and his first stage name was Hagino Bô. He went to Edo with his uncle and made his wakaonnagata apprenticeship. His uncle died the 15th of the 5th lunar month of 1713 and he was allowed to take the name of Arashi Kiyosaburô II in the 11th lunar month of 1716 at the Nakamuraza, playing the role of the koshimoto Ochiyo. He was active in Edo up to 1723. He most likely died young.
